The engine doesn't stop running.

New couber works too well. My golf cart motor stops when you take your foot off the gas. This is not an idle screw, I checked and tightened the return spring, it is very tight. but it won't stop, you have to choke him to death to stop. I'm pretty sure there is just a burr or something preventing the throttle from closing. I need to rip it apart and see if I can fix it.
