Ground wire latch not grounded?

I feel compelled to state in the preface to my review that I am not an electrical engineer or electrician. I have an amateur radio license and a basic understanding of electricity apart from what shocks me. The rug I received came with a ground wire that was permanently connected to the ground wire in my house. My EE wife showed me how to use my earth tester. As expected, both banana plugs on the ground wire were properly grounded, as was the strap that connected to one of the banana jacks. However, the metal bar on the bottom of the ground wire (just below the banana plugs and presumably also serving as the ground) was not grounded. The latch was a solid piece of metal, but I checked it in multiple places anyway. I went back and confirmed that the banana plugs still show as grounded. I tried to ask Bertech for help and was advised to email support. I posted the question here in the FAQ and I think the person who answered agreed this is wrong. I consulted with my wife EE who agreed that this seemed wrong and asked me to stop asking her questions about electricity because she hasn't looked into anything technical in 20 years and it hurts her brain to do so to think. So, long story short, if the clamp is just for attaching the ground strap to the mat, I have a faulty ground wire. I have since ordered a new mat and am still waiting for an answer from Bertech support.
