The noise they make begins at around 1500 rpm, and even at that speed, it's not noise but like a wind. And there are drawbacks to that. When using fans linked to the motherboard, the only noticeable difference is a brief period of increased noise during startup and under load, similar to a howl, although this is to be expected. In the presence of reobas, none of these side effects manifest.
