Loud when ringing but stuck

Easily fits my husband's 12 speed road bike and my beach cruiser. The call is loud. However, it tends to hang and not call, which is pretty bad when you're trying to ride a bike when people aren't paying attention to their surroundings, 2 (or more) traverses, or tend to drift all over the bike . Track. What I need is a horn, like the ones on trains.
