Looks good but can't swim properly to look realistic

These artificial tropical fish look really good. I bought three different ones for a small decorative aquarium. The only problem is that one of them is not properly balanced and does not float. He puts his nose to the ground, I don't know if everyone has it or this one has some kind of defect.
