Swims but keeps baby face down

My 2 year old is 30 pounds and 39 inches tall so we had a dilemma getting him a life jacket. Apparently he can't swim yet. The upside is that this vest fits well and keeps my baby afloat, but a major downside is that it doesn't get thrown on its back. keep it in your face I don't like it in this vest. I want him to turn it on his back. It exceeds the weight limit for kids vests and some reviews of this vest say it flips it on your back. IT IS NOT.
