I have very hard water and don't like salt softeners. I came across this concept of polyphosphates on a UK website, UK has hard water too. This setup is easy to install and well put together. I installed it as a side flow system on the main plumbing, in other words not all the water goes through the filter, it feeds the plumbing. After 45 days I no longer have any limescale deposits in my plumbing fixtures and what was there is gradually dissolving. As for the "cure for all", probably not, but any improvement is still an improvement.
