Broken wooden handle, shards. What happened to the Ontario Quality Control Department?

Quality control for Ontario has really gone downhill. Arrived with the corner of the wooden handle broken and shards in another section. Previously the scales were set on the handle and then trimmed with a shank for a smooth fit. All of these grip scales are prefabricated and glued to the stock with rough edges, creating gaps all around. The quality of the wood has also deteriorated, it is now rough and splintering. The blade also has issues with inclusions. On the surface it looks like pitting, as if the metal was attacked by rust or something else at the time. However, this problem manifests itself in machining as inclusions and not just surface pits.
