Plastic. Although detailed, it's still easy to overlook and think it's metal. I tried a few metal license plate frames that were metal and they really went away in a few months here in Las Vegas. Try the plastic route to see if it lasts longer than a few months. Sure it will dry out and crack, but hopefully not anytime soon, or at least longer than the metallic ones before they went away.
