Lower. A poorly designed syringe/barrel interface compromises operational control.

Liquid. The syringe did not work properly. The piston had resistance, although it was not impeded by the thermal interface material flowing from the open vessel. The tiny extra pressure needed suddenly spurted a huge amount of wet paste over and around the heat spreader. Cleaning took a long time and was not effective. The circuit board looked awful. Rubbing alcohol and coffee filters could not clean smooth surfaces. The thin plastic packaging was also difficult to open. I've used other thermal compounds with minimal problems. This product was an absolute disaster the first time I tried it. Such products bring increased chaos, not consumer value.
