If it's cotton, it's not the right size (ie paper coated with watercolor paints) for western style watercolor paints. Sino-Japanese watercolors are traditionally painted on rice paper, which is very absorbent, so watercolor paper made in these regions is sometimes more absorbent than paper made in Europe and the United States, befitting this painting style and pigment blends. If you're looking for professional-quality watercolor paper (or even an inexpensive one that works well), then this isn't it.
