Looks like you can delete it. I don't know the exact plastic, but it might react with something like battery acid. It's not rubber, just decently waterproof. As the folder is very small, when folded in half (as it should) it fits easily in the trunk of my car or behind the truck seat. - I strongly recommend that people of normal height look for a wider workspace.
