Flashlight does not light

Cigar cutter works great. But the lighter does not ignite at all. We drained and emptied it and then refilled it. And the torch still does not light. I made it as a Christmas present and I'm quite embarrassed. Anyone have any tips on how to do this, or is this a product bug?
