I flew on both a 737-700 and 737-800 plane through Southwest and was never hassled by flight attendants and this carrier was never measured for size. However, it was a tight fit on the 737 plane with little leg room (picture is from 737 flight). I had to put my purse in the overhead bin since there was no additional space but it worked. On the 800 flight it was much roomier for both my dog and I. I have a 17 pound miniature schnauzer/dachshund mix and he is longer and had to curl up in this carrier. Since it is also a backpack, the straps are long and hang down and catch in the wheels and it was easier to stuff them in. I didn’t even use the backpack part and only used the rolling feature. I bought this bag since it rolls and takes the weight off and it is sturdy for shorter trips. Overall, it is good quality but the backpack straps are long and your dog might not be comfy but it does work.
