When I was in the process of building my new PC, I needed a high-end PC that could run everything, including ray tracing, on Ultra. I originally wanted to get the 3070 as a compromise with the 3080 which just doesn't exist. I was willing to pay between 1100 and 1300. Last week, Sony announced that the prices of the chips used in the production of most electronic panels will rise slightly. Of course, 3070 series cards cost around $1500 to $1600. My final compromise was to buy the 3060. It didn't seem too different from the 3070 to me. I was wrong. Coming from the GTX 970, the 3060 is a huge upgrade. However, I have a feeling that the difference between 3060 and say 3080 > 3070 is quite big. This card doesn't really feel like a "high-end" card. Pulls frames below 144 Hz and is mediocre overall. If I knew about it, I would honestly only buy the 3070. I will update soon.
