Incorrect size description

I just received this martingale collar in a small size. The design seems great, there is an 'S' on the box, but it's too big. The minimum size he gets is 14 inches. I removed the extra clip and it's still the smallest it can be. The description says 9.5-14.5" but it's not. I'm very disappointed
