It works, but if I had the opportunity to try it first I doubt I would spend that much money on a purchase. The record heat convinced me to try it. It's more attractive than a box fan but also blows less air and is more environmentally friendly than an air conditioner but won't cool your space. This makes it wetter, but to really get any cooling you'll need to sit in a chair that's within 8 feet of the unit and point it directly at you. Likewise, you can place it closer to your bed if you want a cool night's sleep, but don't expect it to cool the entire room. Vertical oscillation works pretty well too, but horizontally it's not very efficient since the device is stationary and just has these long, thin internal "fins" that spin from side to side and don't really do much. Given the vertical shape of the device, they really need to make it rotate to get the best effect.
