Too small for dogs

Too small. I ordered XS because my dog is always size XS and he is 3 months old. Lhasa Apso. XS fits a Chihuahua. I have an 8 pound puppy and I can't believe he is sooo tiny. I read many reviews that they even ordered XL and it's still too small. So I think my dog would have a large size instead. However, I can't return this item, I tried to cancel it after I ordered and they haven't shipped it yet, but they won't cancel it. it is so unfair
