How can a vest be LOUD?

Has anyone ever seen an episode of "Seinfeld" where George's pants rustle with every step? This jacket makes the same sound EVERY TIME my dog takes a step. How did the manufacturers not fix this problem by noticing it because it is IMPOSSIBLE not to notice it. The bottom of the best is too slippery to stay in place and the whole thing just slides. garbage
