Retractor broken ON FIRST USE

I bought two of these for my puppies to use in our unfenced yard so they can be outside with me while I work in the garden. (I have a 15 year old from Flexi that still works but only one and the spring in the retraction mechanism was too strong for my pups when they were little.) They looked beautiful and went into the ground as directed in the instructions . Due to our rainy fall and winter, I didn't use either one right away. I attached pawl number 1, it went the length of the cable; but when she returned to me, the cable didn't retractโ€”not at all. Testing another before attaching dog #2, I was dismayed that he only retreated 2-3 feet from his 20-foot length - no more. So I pulled her out of the ground (#2 red flag? If this old lady older than dirt can pull her out of the ground with her bare hands, my 53 lb dog who's pulling me down for a squirrel can can do that right now?) and soaked in fat overnight. It does not matter. Imagine - an outdoor product that does not withstand the effects of the external environment. Of course the warranty has expired so I contacted the manufacturer to see if they could be repaired. Not only do they strictly adhere to their warranty period, I am told they cannot be disassembled for repair. I'd still like to have Flexi make them because they're nothing more than expensive scrap metal.
