I bought this to replace some old dowels that were no longer holding their screws. The new ones did the same as soon as I put them in (I used the largest anchors in the pack as the shelf will support some weight, I figured no more than a pound or so): the shelf immediately started pulling the screws evenly when nothing was on it, and the screws didn't tighten into the anchors at all (and yes, I used new holes). This leads me to believe that there is either a problem with the threads on the dowels on the screws in the box, or the screws don't properly match the dowels they divide into each small section. I ended up having to add a second set of non-anchored screws to a different hole on the shelf's wall brackets to prevent the shelf from backing out the 'tight' screws and falling off the wall. Perhaps they are suitable for hanging up a small photograph or something similar. However, in fact, it is not very good and not reliable to install shelves that support even a small load.
