The photo and actual size are false advertising

For the product itself it is. I bought this for my other half because he loves essential oils and needs the best shampoo and conditioner that doesn't make his hair frizzy. Unfortunately they photoshopped the image to look like 28 fl oz instead of a skinny 16. So I figured we'd get our money. This is a one time purchase. We can make our own better and cheaper oils because we have a wider variety of oils to work with. If you like spending a lot for little, it's worth it.
