When the phrase "You get what you pay for " springs to mind.

These driving lights remind me of those cheap 9 volt headlights you get for bikes. You barely have enough outside light to see where best to go. This is how the old headlights on my '95 GMC van started out looking, and I was hoping they would help illuminate things without high beam. I also wanted to have cool driving lights on the front of my van. Unfortunately, I find my old headlights actually brighter. The two sets together are only slightly better than the original headlights individually. Sometimes it's better to spend a little more money for a well-known, trusted brand. That's what I'll do next and maybe I'll put them on the rear bumper as backup lights.
