Unthreaded watch shaft has different diameters. The hour hand goes first and goes furthest down the shaft. Place it on the end of the shaft and gently hold it with one hand, use standard pliers (caution - not usual use of pliers - don't twist anything - prefer to hold them vertically, with the tips of the pliers on each side of the rounded part of the clock hand) to apply even pressure clockwise and push it onto the shaft until it stops. Do the same with the minute hand, which sits on the higher "step" of the threaded section. The hole for the minute hand is slightly smaller in diameter than the hole for the hour hand to match the slightly smaller diameter of the top of the shaft.
