People had a piece of rubber coated carpet on the concrete steps leading from their garage to the house. The carpeting had started to peel off the concrete and was tripping over. I bought it because it was supposed to be a PERMANENT ADHESIVE. and that's for sure. I cut a piece, peeled off the leading edge of the paper, and gradually applied it to the carpet as I peeled the paper away. When that was done I removed the other side, ready to be applied to the concrete. Once you "glue" it. If you screw it up You'll have a hell of a time trying to undo it. It's a little difficult to peel off the paper to get to the sticky part. If you use double sided tape on the plastic window coverings that people use in winter you will see what I am talking about. But it works as long as you apply it to a CLEAN, DRY, NO CONTAMINATION.
