This fan is surprisingly quiet. My old cooling fan on my CPU has been making a lot of noise lately. So I decided to replace it with this one. The difference is noticeable, my computer used to sound like a jet engine taking off, but now it's probably quieter than ever. I read several reviews about this fan before buying, it is cooler and quieter than Noctua fans. You can use this fan on a CPU heatsink (provided you have a heatsink that supports 120mm fan) or on a case. This fan does not come with hardware (small plastic clips that snap onto the heatsink) to attach it to the heatsink. But if you are replacing an existing CPU fan, you can simply remove them from the old fan and install them on top of it.
