I ordered a size 20. My son wears jeans with a 29-30 waist. You should measure 29-31 inches at the waist. They're just a little cozy. The length should be a 42 but they measure 41.5 inches from the waist to the edge of the ankle. It's okay with me because I still have to trim it for him. The vest said 35" for the chest, it measures exactly 35" so it's also a little tight but the sizing is as advertised. The sizing of the vest on the back is exactly as indicated for a size 20. I will update after he wears them all day to an event but for now I think they are good value for money!
