This was a surprisingly simple solution. I figured I would have to buy all new matching blinds as there was a pair that didn't open properly. I knew I had 1.5 inch blinds so I ordered them to see if that would solve the problem. Not only did this fix the problem, it literally took less than 5 minutes to install. You need to remove the blinds from the window, pull the rod assembly and widen the hole a little to get the old mechanism out. Line up the new mechanism with the shaft, spread the hole back apart to reinstall, slide the other latches into place, and you're done.
