I placed my heating pad on the vinyl covered concrete floor under my desk. I measured the ground temperature and got 65.3 degrees Fahrenheit with an infrared thermometer. Then set the heating pad control to HI (there are 3 positions Low, Med and HI). After two and a half minutes I felt warm against my socked feet. The temperature of the heating pad was measured from a min of 75.2 to a max of 97.7 on the top of the pad depending on the specific spot I measured. If you had a cat or dog that could get off this pillow when needed, perhaps they could easily sleep on it with no obvious risk of burns. . I can't speak of an animal that can scratch, urinate or bite this pad. I think it would be bad.
