The backpack rides up and won't stay in place

I have another Nathan pack that I love so I decided to treat myself and buy a second pack as I have read that it is lighter than the other one I own. I'm 5'2, 125 lbs and a 32d bust. Ordered size S/M. When I run it goes up all the time and then the belt runs down the middle of my chest. Every time I lower it and tighten the straps, it rises almost immediately. I've tried several combinations of adjustments to keep it in place but it won't stop rising. Even if I buckle the straps as tight as I can while running, it still lifts up leaving the bottom half of my chest under the pack and the strap runs down the middle of my chest. I thought maybe that was just my problem, but recently on a local running forum, another runner expressed the same concern that her backpack wouldn't stay in place either, and she was so upset that she gave her backpack away for free. I really wanted to like this pack as my other pack was so great, but unfortunately this one just doesn't work.
