The outer cylinder extends first and then lowers again

I really like this jack. He raised the side of my 11,500 pound wagon with no problem. Only the telescopic shaft sometimes jams and falls off suddenly under load. Here's the thing: the top of the telescopic shaft is a screw that raises and lowers as it rotates. The next part is a smaller cylinder, which is inside the third part, the outer cylinder. When using a jack, in most cases the outer cylinder will be raised first and will put a lot of pressure on what you are lifting (e.g. an apartment building). After some pressure is applied, the outer cylinder lowers, leaving the inner cylinder partially extended. This causes whatever you lift to drop about 4 to 8 inches. On further jacking up, the cylinders behave normally and everything works fine. But that initial drop can be dangerous if your jack doesn't have a wide base to press down onto. I hope this is the device I received.
