It doesn't work on every dog

I have a Chihuahua York mix. After three days of wearing this collar, the Yorkie mix will hardly bark. When it comes off, all I have to do is put it on; it doesn't even need to be charged. Chihuahua is a different story. I haven't found a shock collar that works for her and I refuse to use a shock collar so she just keeps barking.
