Defective Solar Panel

The defective solar panel is unable to turn the gears. In sunlight my voltmeter shows very little voltage from the panel with the motor disconnected. I then measured the voltage in more intense light, all with the motor disconnected. With a high-intensity LED flashlight (390 lumens), only about 1 volt is produced. With a 1100 lumen table light only an inch away, only 1.07 volts are produced. In both these cases if I connected the motor instead of the voltmeter, the gears didn't turn at all or even seem to try to turn. However if I connected a 1.5 volt AAA battery instead of the solar panel, the gears spun easily. All this was only discovered after much time had been spent cutting apart and bagging the many plastic parts, then assembling the gear box to run the test, all as directed by the manual. This had been bought as a gift for my grand-nephew.
