Too small/flat for a gerbil, great for hamsters or mice

I have a rather difficult and very active lone gerbil (trust me, a loner of her own volition) and loves to be on top. He's always sitting on his water bottle and doing weird things like that. I thought it would be perfect for him and bought it to further enrich him. However, the base is too flat for a gerbil. They love to dig and a substrate about 5-6 inches deep is really good for them. I couldn't get close to him in this enclosure so he was always burrowing in and then scraping the ground looking for more space. Another problem with the flatness was that it lifted the litter everywhere. It was constantly on the floor and I couldn't do anything about it! My latest issue is minor, but something I hadn't thought of. The wood on the platforms and ramps is untreated - which is necessary for their health, of course - but the byproduct of that is that when Allen-Poe pees on it, it soaks in and smells bad FOREVER. I keep it in a 30 gallon plastic tub with a hole in the lid and use the top of the cage of this setup with a 30 gallon base. He seems to love it and has enough room for his big wheel and a lot more room for a hole. I think this enclosure would be great for hamsters or mice that are less active or smaller than gerbils. A single gerbil needs at least 15 gallons of space, but you can never have too much. Please don't put some gerbils in here LOL.
