Shoulder straps do not close at all
I served in the military and law enforcement for 10 years. I have worked with many body armor wearers and have even been a test subject for some of them. I've never seen anything like it, velcro shoulder straps aren't a good idea, they don't add anything extra weight, if you're looking for a halloween costume or cosplay, in any case I don't think you're going to be tactful, me can't even train with it.
