Sticks well but leaves something to be desired when heating

The product is very easy to install, put it on the fish tank about 2 hours before putting the tailless scorpion in the cage. The temp went up forever to 71 degrees even though it was set at 80, never got to the right temp and is now back below 70 degrees. Not sure if it is a defective heating pad or a real temperature controller.
