The force required for the paraffin actuator to open the choke was 80 pounds, which is obviously beyond the actuator's capabilities. After taping a small protrusion on the contact point the force was only 10 pounds and now it works very well. The plastic cam opens the choke slightly, putting it in a better position. When the metal cam touches, the line of force is farther from the center of rotation of the choke. The plastic cam appears to have been made to spec because initially it didn't open the throttle far enough.
