No chlorine taste BUT now the water tastes like coal!

Strong chlorine taste removed. Our water here was not quite up to standard. It contained microorganisms that could cause disease, so the people keeping the water supply up just added more chlorine. I also installed a UV cleaning system just in case. August, the water is starting to taste like charcoal now, WHY?
