Need quality control before shipping!

Brakes faded. Rough texture and discolored. I had to hand polish them several times to get them looking like new again. The brake pads were so tarnished that they looked disgustingly ugly. The rubber on the pad itself looked so dry it looked like it would crumble when I first tried to put pressure on it. Luckily I had spare pads. These brakes came in a brand new build that I put together with a brand new frame and ALL new parts. I didn't want to put tarnished parts on it, let alone pads that looked unsafe. The spacer that was supposed to hold the brakes together in the Shimano box (rather than the outer box) had broken apart, meaning the brakes were moving and rattling along the way. . When I picked up the package from the delivery door, I could already hear the parts moving in the box. Yes, these are just brakes that get dirty after the first ride on the track, but the main thing is that I paid for the brand. new material, but he was waiting for it. Disappointed! Why didn't I come back and complain? I didn't have time for this. The next day I needed my bike. I don't mind the functionality of the brakes, if I had installed different pads the tarnished pads might have worked but I didn't want to risk the brakes failing.
