Not for the age group described.

My son is 7 years old and will outgrow this scooter by his next birthday. He has three heights but the tallest isn't very tall and I assumed he was working because Witz said he was 3 to 9 years old. Also, the seat doesn't hold up, it keeps falling off, so we have to fold it forward so it doesn't fall off while it's driving.
