Valves don't fit!

I bought this replacement for my kids kart. Unfortunately, even after adjusting the gap, the valves leak horribly. A compression test with this head installed on my engine showed a maximum of 50psi. I tried my old head and was able to get 120psi. I did the inverted head test on my own by filling a beaker with gasoline. most of the gas flowed out within the first minute. I expected a fully assembled unit to at least have the valves properly adjusted!
