sticky but not waterproof

We had problems with our water filter installed on the faucet. I first sealed the Crazy with silicone and let it dry for 24 hours. Then I cut a nice big piece of tape that fits perfectly on the front of the filter and close the tear I sealed with silicone. Leave the filter back on to allow the tape to stick to the filter. Finally reconnected to the faucet and turned it on. Initially no problems, no leaks. A few days later leaks from under the tape started, days go by for more leaks. I removed the filter and started the whole process again, but water was seeping through in some places on the tape. Maybe it needs to be a very flat surface to prevent leakage, but with a slight bend, the water filter will not stick and prevent leakage. Unfortunately I bought two rolls of this material, I have no idea if I'll ever need it again.
