Don't know if that's how it's supposed to work?

I recently got a gray 92mm fan with a 4-pin connector. Plugged into the "SYS Fan" header on my Acer Aspire TC885 UA-91 motherboard (another PC reviewer TC885 seemed to have problems with this fan as well). I didn't see the fan spinning during a cold boot. After booting up I run the CPUID HWMonitor program and I don't see the new fan under Fan or PWM Fan. Disconnect the 4 pin connector and reconnect firmly, it was the same, no info, and the fan doesn't spin. However, after using the PC for over two hours on a hot summer day, I saw a new entry in the CPUID HWMonitor under Fans pointing to FANIN2 which showed it was running at around 150RPM and I was able to switch the fan see. hardly turns physically. At this point I had run CrystalDiskInfo and could see a 3.5" SATA 7200RPM hard drive at 50C briefly in the red zone. Why doesn't the fan start earlier? I think it should turn on well before the hard drive hits 50 degrees C. For the last few days I couldn't see the fan running 95% of the time. What confused me is why the fan doesn't turn on during boot? Is that how it should work? I hope someone from Noctua can answer this. EDIT (5 Aug 2020): The connection cable came folded with the fan. each different. While the cable is very flexible, it should not be folded in this way. I'm wondering if any of the internal wires were partially broken and causing the situation I'm encountering.
