Poor seller PR on rulers and ruler stands

The ruler is functionally ok but when it came out of the shipping box it didn't have the usual sealed plastic on it and has clearly been used or abused. It had scuffs and other white marks that I couldn't identify. I gently wiped and washed it and the stains didn't come off. I know used rulers will have marks and scratches, but I paid for a new one and prefer to do my own marks and scratches.
