The first set was missing the SMT resistor on the circuit board. The second set was missing 78L05. I had a few of these so I kept the kit. Then I discovered that it was programmed with Rev 3.0 code. Latest version 3.2. So you need to buy tools to reprogram it. It costs more than a kit
