Wet on wet does not work

This paper weighs 246 pounds. You would think it would handle the color after you put it in the water. No! After several passes with the brush, paper balls appeared. I thought it was my brush. I used several different brushes and the reason wasn't in them but in the paper. You need to use tweezers to separate the balls from the paper. Checked wet for dry and the balls resurfaced. I made several runs with the manufacturer, everything was fine, but it bled. Acrylic paint is good. I don't have any oil paint to test. The back of the paper is smooth and finished with watercolor, but curves just as if you were painting on 140 lb paper.
