Cannot be rinsed out - actually normal baby wipes
The description of these wipes is misleading. They are only "washable" in the sense that they can be washed off, but definitely NOT. These are actually cheap baby wipes that will NOT break in a reasonable amount of time. For comparison I put a washable cottonelle wipe and a butt wipe in a bowl of standing water, after a few days the butt wipe would not pick up without breaking while these butt wipes were completely intact and torn apart had to be. If you buy them, don't flush them because they will clog your pipes over time.
