Verizon no longer activates these devices. After spending a few hours with Verizon tech support (including "Level 2") and then a few more hours at the Verizon store with the store and remote tech support, they confirmed that internal errors were reporting that the device version was too old - Verizon would not allow such old devices to be activated on the Verizon network. Note that when I first contacted Verizon tech support they thought this would work, but when they finally tracked down the actual internal error message (which was NOT displayed on regular Verizon iPads in store) they fixed it states that it cannot be activated on the Verizon network.
