Buy something else for the price

First, yes it is a 4 inch 180 degree pipe. But the problem is if you cut it in half to make two 90's you'll find that the tube is oval. It's also my fault for looking at the picture, but the tube is about half the size of the photo. After the bend, you'll have 3 inches of straight pipe, so plan for that.
