NOT TSA compliant for Soak Solutions

I purchased this particular saline solution to put in my carry on for a recent flight. When I went through the TSA, my liquids were labeled for that specific item. The amount of liquid was 4 ounces - over the 3.4 limit. The box says "TSA Approved for Hand Baggage" - NOT TRUE!
